James Maxwell, the Younger, was born about 1713 in a part of Baltimore County that is now in Harford County, Maryland. His parents were Colonel James Maxwell and Anne Groome. The General Assembly granted James Maxwell the younger, owner of the plot of land upon which the courthouse had been built, permisson to establish and maintain a ferry across the one mile of water separating Stoney Barr in Joppa Town from the Widow Adam’s landing at Sim’s Choice. In 1720 Anne (Groome) Felkes (or Phelks) left him some of her personal property. When his father died in 1727, he inherited a plantation on Waterton's Creek including a plantation seated by his brother, James the Elder. He died in 1741.
